Applies to Subclass 491 and Subclass 494. Moving to Sydney, Melbourne, or Brisbane breaches 8539 and can block the pathway to permanent residence (Subclass 191/887).
Regional coverage is broad. Perth, Adelaide, Hobart, Darwin, Canberra, Gold Coast, Sunshine Coast, Geelong, Newcastle, Wollongong are all regional.
