You want to apply for a partner visa onshore. Condition 8503 blocks that — unless you secure a waiver, and waivers require specific grounds that developed only after visa grant.
To switch to a new onshore visa, the holder must leave Australia and apply from offshore, or obtain a formal 8503 waiver based on compelling or compassionate circumstances that arose after the visa was granted.
Decision-makers apply 8503 to many visitor grants, especially sponsored family visitor cases.

Waiver requests are lodged with a new visa application. Circumstances must have developed after grant and you must have had no control over them.
The applicant must leave Australia and apply offshore. Judicial review is theoretically available but rarely successful for waiver refusals. Strong initial preparation is essential because there is no second chance through the tribunal.
